Due to its intrinsic purpose, the creation of Technological Education is justified and motivated by the Brazilian industrialization process. Based on this assumption, this study aims to understand the relationship between the creation of the Artisan Apprentice Schools - a federal model of the Industrial and Technological Education in Brazil in the year of 1909 -, and the process of implementation of industrialization in the country. Through the construction of a theoretical and legislative framework of the historical and contextual evolution, it was intended to highlight the articulation between the Federal Industrial and Technological Education and the development of national industry, through the verification of the interlacing and influences amongst them, to verify the Industrial and Technological Education possible strategic role as industrial policy.

Abstract
Due to its intrinsic purpose, the creation of Technological Education is justified and motivated by the Brazilian industrialization process.
