What can be the real contribution of the urban regeneration processes to the construction of a reformed and sustainable urban welfare of the contemporary city, in order to guarantee the right to housing for the many local communities? Welfare as a structuring component of an integrated and multi-scalar urban regeneration strategy, which goes beyond the quantitative conception of traditional urban planning standards for the benefit of their effective acquisition, realization, management, use. The article debates these issues, structuring them into three parts. The first one reflects on the urban regeneration processes of the contemporary city; in particular on the processes built starting from the bottom, from a patient listening and participation process the aim is not losing history, geography, or the knowledge of the places; as well as trying to reduce social injustices; and to activate a preliminary triggering phase of the preferable social uses. The second part thinks about the construction of a frame and meaningful pieces of the regeneration processes, identifying relationships and performances rather than spatial configurations. This is reachable through a frame-program, to be implemented also at different times, which identifies some resistances and the supporting structure of the project (its dominant spatial figure), combining flexibility and identity, approving future transformations and ensuring the quality of the urban system in its development process; a frame on which to insert punctual interventions (resilient pieces), which contribute to its realization, that can also change over time as the social and physical structures change. The third part stresses the issues raised by using two real design approaches that experimented with the construction of frames and resilient pieces: an international ideas competition (Open Taranto – Città Vecchia 2016), a Call for ideas (Milano – Bovisa 2017).
