L’emergenza sanitaria. Un banco di prova per la tenuta della nostra forma di governo

The COVID - 19 has undoubtedly had a great influence on our Form of Government. The essay, after analyzing the main measures taken to deal with the health emergency, focuses on examining what effects these measures have produced in the relationship between Parliament and Government, specifically analyzing the progressive and growing role of the executive power during the emergency phase. In this perspective, the paper therefore aims in conclusion to analyze whether our form of government has held up or not to the profound crisis that affected several parts of our system.

Il COVID - 19 ha senza dubbio avuto una forte influenza sulla nostra Forma di Governo. Il lavoro, dopo aver analizzato le principali misure adottate per affrontare l’emergenza sanitaria, si sofferma ad esaminare quali effetti questi provvedimenti abbiano prodotto nel rapporto tra Parlamento e Governo evidenziando specificatamente, il progressivo e crescente ruolo del potere esecutivo durante la fase emergenziale. In quest’ottica lo studio si rivolge pertanto in conclusione, ad analizzare se la nostra forma di governo abbia tenuto o meno alla profonda crisi che ha investito più parti del nostro sistema.
