As part of the reflections and debate on the social issues emerging in the contemporary city, on the policies for urban welfare and on the variations that the Right to the city assumes in relation to the evolution of economic, urban, social and cultural dynamics, the Right to the mobility can be counted today as the primary right of citizenship, to be pursued through integrated policies and strategies. In particular, the interventions to build the movement opportunities in the most marginal contexts of the contemporary city are the main factor of social cohesion and urban regeneration, transversal respect to any social, environmental, economic practice, related to the safety and quality of public spaces, to the accessibility to essential services for citizenship, to the sustainability of technological innovations in the field of intelligent, shared and green transport systems. As a Right, and therefore extended to all citizens, this requires strategies, rules, tools integrated in the urban planning discipline, declined in an interscalate way, at the regional, metropolitan, municipal and neighborhood scale, and in relation to the characteristics of the cities and the social groups involved. In this sense, the urban planning choices implemented in recent years in the city of Naples have pursued the integration between local government and sustainable mobility, through an urban regeneration transit oriented development approach, and a rethinking of the strategic role of the city in the territory. The primary strategy is to enhance accessibility and sustainable urban mobility within the multi-scaled horizon that now belongs to it, for the construction of a new “metropolitan citizenship” (PSM ImmagiNa) and a “city of common and / or collective goods” (PUC “City, environment, rights and common goods”), linked to the regeneration, management, distribution of urban equipment and services.
