Può un impianto urbano del XIII secolo essere considerato un’opera d’arte ed essere restaurato e vincolato? Il caso di Amatrice

At a time when the longed-for reconstruction of Amatrice seems to be looming, it is even more surprising the total annihilation of the historic town, put in place without any significant scientific operation or documentation. Thus the problem of the value to be attributed to a good that may be immaterial, but that a material form had had for centuries, such as the planned plant of a city, returns to the fore. Amatrice was precisely a city designed in the second half of the thirteenth century, according to methods and ideas better known today than in the past. Despite some earthquakes comparable to the last for catastrophic effects, the urban system had always remained unchanged. Its current zeroing obliges us to acknowledge that the current instruments of protection for historic centres still have too many gaps.

In un momento in cui sembra profilarsi la sospirata ricostruzione di Amatrice, ancora più sorprendente è l’annientamento totale della città storica, messo in atto senza alcuna significativa operazione preventiva, scientifica o di documentazione. Torna così in primo piano il problema del valore da attribuire a un bene che può essere immateriale, ma che una forma materiale aveva da secoli, come l’impianto pianificato di una città. Amatrice era proprio una città progettata nella seconda metà del Duecento, secondo metodi e idee oggi meglio note che in passato. Nonostante alcuni terremoti paragonabili all’ultimo per effetti catastrofici, il sistema urbano era sempre rimasto immutato. Il suo attuale azzeramento ci obbliga a riconoscere che gli attuali strumenti di tutela dei centri storici presentano ancora troppe lacune.
