This paper seeks to analyze the rules related to safeguarding and maintainingemployment issued by Brazil and Italy during the SARS-COV-2 pandemic. Both countries adopted legislation to strengthen social safety and introduced measuresrestrictinglayoffs. The results show that, on different levels, both countries have restricted the freedom ofenterprise in favor of the protection of workers.
