The question that the present Zoom-in intends to investigate is whether global issues – such as ‘climate security’ – are currently perceived as sufficiently ‘common’ to be addressed through international universal instruments or institutions. In fact, international practice might convey the idea that global issues could remain primarily the province of regional organizations, as far as concrete responses are concerned. This regional character of the response is however far from being satisfactory.
