The article is a comment on Advocate-General Hogan's Opinion in the action for annulment brought to the Court of Justice by the government of Venezuela, aganist EU acts introducing economic sanctions in response to the violent repression of protests undertaken by Venezuelan authorities. The article argues that such an action addresses measures that are not individual sanctions, despite the consideration that Venezuela can be considered as a legal person under Article 263 of the TFEU for the purposes of the action for annulment. it concludes that a dispute like this could be bette settled in the framework of international dispute settlement mechanisms.
