The paper aims at analyzing the "very early stage" of the Italian reception system through a gender perspective, focusing on the role of NGOs in search and rescue (SAR) operations and before disembarkation of migrants. It argues that the absence of NGOs in the Mediterranean Sea will significantly weaken the Italian SAR system, resulting in increased loss of migrants and refugees' lives and far worse assistance for survived ones, especially women and girls.
