One of my roles in the District from the beginning was to help develop strategic lines of action; I think I can therefore be useful to the debate by introducing a reflection on certain directions in which I think it is likely to guide the complex of initiatives and reports on which the DTC has begun to structure itself, that solid foundation on which we can work in the second phase.
