Communism blocked every opportunity for development and industrialism, and by the time democracy would establish in our country, there were different opportunities to go further. One of many opportunities was Oil drilling and refinement by international private companies. Oil is a very profitable business but the costs that leaves behind are huge and sometimes are also irreparable. Based on these issues, we have seen the opportunity to look in detail the measures that private companies and the government take to respect the sustainability of the system. What is shown in this study is that Audits and concrete measures need to be taken into consideration, but which are the factors that risk the sustainability of the system itself? What is shown further more from the study is that having a polluted environment takes both parties playing their role on it. Meaning that there are deficiencies in the role that Audit and Controlling Government Agencies play on measures to be taken and their ability to direct actors within the sector in the best way to protect the environment. Through a qualitative analysis (respecting Grounded theory), we can achieve the information needed to conclude what fails in the chain to protect the environment from the Oil drilling and refinement. Of course, there are available measures to be taken that are the frame that the oil companies conduct their work on daily basis. There is too much work to be done and too much controlling to be taken in order to improve the environment protection. What we can conclude with this research is that through institutional arrangements, the measures adopted by the government and their persistent control on a periodic basis, help to create and capture value for all the stakeholders, as well as to improve the sustainability of the system.
