The article examines discourses and practices related to the identification of area divisions in local development policies in Italy. The aim is to see how the definition of boundaries is always the result of a negotiation between functional rationalities, political criteria and geographical representations. The multiplication of regionalization practices in the last decades, it is argued, has to be framed within a wider “politics of scale”. The rescaling of political action is an attempt at the mobilization and appropriation of “local” territorialities and it is both the source and the result of a shift towards multilayered and plural-actor policy arenas.

Oggetto dell’articolo sono i discorsi e le pratiche riguardanti l’individuazione di partizioni funzionali nell’ambito delle politiche di sviluppo locale in Italia. L’obiettivo è mostrare come l’individuazione di tali delimitazioni sia il risultato di una negoziazione tra principi funzionali, criteri politici e rappresentazioni geografiche. La moltiplicazione delle pratiche di regionalizzazione negli ultimi decenni, si sostiene, deve essere inquadrata nell’ambito di un più ampia “politica della scala”. Il rescaling dell’azione politica sul territorio rappresenta un tentativo di mobilitazione e di appropriazione di territorialità “locali”, ed è sia la causa che l’effetto di una transizione verso un sistema di politiche pluri-attore e multi-livello.
