Qualche riflessione sull’accesso ai documenti in possesso del Parlamento europeo tra affermazioni generali e attuazione pratica

A resolution of the European Parliament of 2017 stated that in view of the growing distance between the EU and its citizens, the EU institutions must strive for the highest possible standards of transparency. Indeed, art. 10 TEU and art. 15 TFEU underline that transparency is a key element in the democratic life of the European Union. In other words, transparency makes the European Union more democratic and closer to its citizens. Furthermore, it makes the institutions more accountable. However, transparency has to be effectively guaranteed and not just from a theoretically perspective. This article is focused on one of the main pillars of the principle of transparency: access to documents. In particular, the author analyses a specific case of requested access to a document of the European Parliament, to underline how good practices are necessary to effectively guarantee transparency and to reduce distance between the EU and its citizens, as recommended by the European Parliament.
