La rete SPRAR/SIPROIMI nelle strategie di valorizzazione del territorio. Il caso delle Comunità montane e delle Unioni montane titolari di progetti di seconda accoglienza

The SPRAR/SIPROIMI Network in Territorial Development Strategies. The Case of Mountain Communities and Moun- tain Unions Holders of Second Welcoming Projects One of the specificities of the SPRAR currently called SIPROIMI, is that of synergistically networking the various actors present in the territory (local authorities, institutions, companies, third sector, and citizens), responding not only to the needs of the beneficiaries received, but also intercepting the needs of the territory. To pursue precisely this cooperation, given their institutional structure, the Mountain Communities and the Mountain Unions represent a particularity in the pan- orama of local authorities holding SPRAR/SIPROIMI projects that this contribution will try to analyze. Located mainly in central and northern Italy, the six aggregations holding second reception projects have created partnerships at various levels between the public and private sectors, establishing virtuous circles capable of transforming integrated reception into an opportunity for both individual growth and development (for the beneficiary) and collective (for the territory and the resident population).

Una delle specificità del sistema SPRAR (attualmente denominato SIPROIMI) è quella di mettere in rete in maniera si- nergica i vari attori presenti sul territorio (enti locali, istituzioni, aziende, terzo settore e cittadini), rispondendo non solo alle necessità dei beneficiari accolti, ma intercettando anche le necessità del territorio. A perseguire proprio tale cooperazio- ne, data la loro struttura istituzionale, le Comunità Montane e le Unioni Montane rappresentano una particolarità nel panorama degli enti locali titolari di progetti SPRAR/SIPROIMI che il presente contributo cercherà di analizzare. Situate prevalentemente nel Centro e Nord Italia, le sei aggregazioni titolari di progetti di seconda accoglienza hanno creato part- nerships a vari livelli tra settore pubblico e privato, instaurando circoli virtuosi in grado di trasformare l’accoglienza integrata in un’opportunità di crescita e sviluppo sia individuale (per il beneficiario) che collettiva (per il territorio e la popolazione residente).
