The analysis of merchandise flows, imports and exports, and of people, migration and tourism, highlights an imbalance in the relations between the countries in the European Union and those in the Mediterranean. The exchanges between European countries indicate a greater Mediterranean interdependence for the large founding countries like France, Germany and Italy. The application of the agreements of the Conference of Barcelona (1995), which foresee the constitution of an area of free trade for the year 2010, highlights the reduction in financing, also due to the commitment to extend the EU towards the East, the difficulty receiving countries have in using the funds due to their limited capacity of management and finally, the EU’s limited capacity in assuming a more incisive role in the region, at least proportionately to the financial obligation it has taken on. For the year 2010, four hypotheses for human mobility have been proposed within the various possible economical, social and environmental situations. The scenarios relate to the capacity to reduce North-South imbalances, to restructure territory without compromising the cultural and natural peculiarities of the environment and finally, the society’s ability to assimilate the effects of this restructuring without distorting lifestyle, habits and cultural characteristics, ethical and religious values and the role of the family.
