Imagining a modern conflict, many observers could agree that such a conflict would be conducted on all possible dimensions. NATO has a broad and consolidated overview on the threats to be faced on the ground, over and under the water, in the air and space, while only recently cyberspace is becoming an area of preeminent interest for the Alliance Countries. These continue to develop new weapons systems to operate in known dimensions while unfortunately their initiatives, in many cases, did not involve and develop the electronic warfare discipline, so a whole generation of military professionals have grown without adequate thinking about vulnerabilities inherent the operational use of the electromagnetic spectrum. This article aims to emphasize critical importance of electronic warfare, and, in general, of incumbent cyber threats in a global context characterized by rapid technological changes and to point out some possible organizational and strategic implications and challenges for the military, the civil and the industrial world. In order to keep pace with technology evolution, it is necessary, in particular, to develop new approaches to mitigate the effects of cyber-attacks. At corporate level, as well as, of course, governmental-institutional one, or for any complex organization, it is becoming increasingly essential to invest not only in technological development but also in legislation and cultural change, in order to increase cyber resilience in a context of evolution or transition from cyber defense to cyber resilience.
