This paper concerns an empirical study about the public policy evaluation: the main goal is the construction of a sociological study for the activation process of improving the services provided with respect to the right to education. In this sense, our study includes simultaneous use of several tools (methodological triangulation) for the evaluation of interventions in the Lazio region related to the Right to Education (focus groups with students of the universities in the Lazio region) and Delphi Method to engage the representatives of the institutions, university, work and occupations. Our considerations start with the objective to establish processes for improvement of the services provided by the Lazio Region in the field of Right to Education. The analysis of public policy began as a multidisciplinary field of study. In this sense, a sociological approach, with emphasis on the methods for the public policy evaluation, is certainly an important opportunity for the development of a new cooperative model useful for the public policy evaluation with the purpose of advancement of knowledge anchored to the decision-making process. A model that can be replicated in other geographical contexts, even be applied in different fields, but where the bottom-up strategy becomes particularly useful (eg. Areas of health, social welfare and so on.).
