The article recasts the problem of qualifying medieval Italian city communes as a possible form of democracy in order to avoid anachronisms. Metodologically it reduces the "democracy" to the political participation observable in the way governments ruled inclusion and exclusion. After that it contrasts medieval and contemporary “democracies” in order to find analogies and differences.
