O IBIS-FRS System nos programas de urbanização de favelas. O estudo de caso de Paraisópolis

The purpose of this paper is to establish a relationship between methods of evaluation of a SEHAB apartment complex (Condominium D) in Paraisópolis slum and of Centro Brejo houses (Paraisópolis) with methods of analysis of data. Two scientific methods were applied: Post Occupancy Evaluation and Fuzzy Logic. Through Fuzzy, specifically the Issue-Based Information Systems and Fuzzy Reasoning System (IBIS-FRS), the article seeks to contribute to the development of subjective data, but at the same time providing a useful tools for improving future projects of social housing. The Brazilian case study (Paraisópolis slum) will provide useful information for similar contexts in the reality of other countries, particularly the Italian case, as well as to indicate the diversity of points and to seek modifications of the method. In this regard, in Italian cities, the nearest comparative models of urban informal settlements are “gypsy fields”, land illegally occupied by the ethnic groups named Rom, Sinti and Caminanti. The same problem can be found in other cases of housing management, such as political refugees housing and residents of buildings occupied irregularly in the center or in the outskirts of cities. We believe that research on housing policy in countries such as Brazil can bring strong contribution to breakthrough this issue.
