This paper examines the growing interdependence between welfare and industrial relations, which has characterized contractual activity in recent years. The first paragraph identifies three main phases of this process. The second one highlights the effects of such a change on companies and workers and on trade unions and employers’ organizations. The third one examines the role of the public actor through a careful analysis of the de-contribution and de-fiscalization interventions introduced by the Italian governments (from 2006 to 2016). It concludes with some final considerations regarding the results of the measures, current open issues and future criticalities and potentialities. Alongside the growing scientific literature dealing with this subject, the sources used consist of quantitative and qualitative data analysis on decentralized bargaining, as well as an in-depth observation of the various incentive schemes developed by the public actors, with the aim of testing their impacts.
Il presente contributo esamina la crescente interdipendenza tra welfare e relazioni industriali. Nel primo paragrafo vengono individuate tre fasi principali delle dinamiche che hanno accompagnato questo intreccio. La prima coincide con la lunga fase del fordismo e si esaurisce negli anni settanta. La seconda si manifesta durante il lungo ciclo post-fordista e neo-liberista che prende forma a partire dagli anni ottanta. La terza fase, a ridosso della crisi finanziaria. Questa terza fase è approfondita nel secondo paragrafo, nel quale si esamina il ruolo dell’attore pubblico, attraverso una attenta analisi degli interventi di decontribuzione e defiscalizzazione introdotti dai governi in carica in Italia (dal 2006 al 2016). Infine si evidenziano gli effetti di tale cambiamento a livello micro, su aziende e lavoratori, e a livello macro, sulle organizzazioni di rappresentanza sindacale e datoriale e sull’attore pubblico-istituzionale
