This paper puts the realization of a rehabilitation system devoted to the disabled people at core by taking a clue from the Persons with Disability Act which Tanzania enacted in 2010. A notable part of this study is focused on the analysis of the PwDA. It is a very advanced law able to address the health and disabled people issues in a way complying with the indications coming from the WHO. The institutions, through a range of regulation and policing committees, are strongly committed by the law in order to support the MoHWS, even though they are partially established so far. Furthermore, regulations, indications and guidelines, which the law provides with, are almost missing. The study also avails itself with a quantitative analysis on the rehabilitation entities existing in Tanzania. The survey pays for the difficulties to delivery a common shared definition of the CBRs even for the absence of an official national affordable registry. Notwithstanding significant elements arise from this survey about the shortages of CBRs which represent a worthy information basis for the indications the paper intends to offer. The last part of the study puts forward a range of proposals and indications which could hopefully be helpful for Tanzanian authorities. Finally the paper recommends moreover: a) keeping the CBRs within health field though connecting it with the social area; b) designing deliveries on the basis of people with impairments needs which have to be assessed according to the ICF so that the assistance plans are coherent; c) subdividing the single plans according to a variety of intervention distinguished in intensive, extensive and maintaining stage; d) building a qualified and spread training system, especially for non-doctoral professionals necessary for rehabilitation; e) making sounder the links between the CBRs and territory as to encourage steps for local development even in consideration of the impact on artisanal and agricultural activities they could bring about.
