Since the early 70s, the problem of exceeding the carrying capacity of the natural environment and the problem of the exhaustion of natural resources, especially of the energy, in a very short period of time and commensurate with the human time scale rather than with that of geologic time. In our country energy balances report a final energy consumption accounted for 35% to civilian use, with a consumption of about 46.9 million toe (tons of oil equivalent), against 42.9 Mtoe consumed in the transport sector and of 30.1 Mtoe consumed by industry sector. Therefore it is clear that, groped for a rebalancing of the environmental conditions, while avoiding to move towards a progressive and irreversible depletion of fossil energy resources, we should proceed first by converting to a real environmental and energy sustainability, the mode of production, use and consumption energy in these broad sectors among which, one related to the civilian use of and then to its uses in the areas of residen

Abstract
