Three common elements characterize the social housing in all states of the EU: a public mission of general interest, the goal of increasing the supply of affordable housing and specific targets for improving the socio-economic status or to decrease the presence of user vulnerability. The chapter introduces these concepts by working on multiple and different definitions understandable from official documents and the copious Italian and European literature on the topic. In particular, the chapter aims: - to investigate the evolution of the meanings of social housing in order to understand who it is aimed and what is, today, the social housing in the different States of the EU; - to compare the experiences to evaluate the factors that influence public spending for social housing; - to scan the housing policies of the different States of the EU to understand who provides / finances the social housing (against the real estate market). This will make it possible to assess the ranking of Italy in Europe, in relation to housing policies, provision of social housing, public spending, potential users.
Ci sono tre elementi comuni che caratterizzano il social housing in tutti gli Stati della UE: una missione pubblica di interesse generale, l’obiettivo di aumentare l’offerta di alloggi a prezzi accessibili e obiettivi specifici per migliorare lo status socio-economico o per diminuire la presenza di vulnerabilità degli utenti. Lavorando su questi concetti, a partire dalle molteplici e diverse definizioni deducibili dai documenti ufficiali e dalla abbondante letteratura italiana ed europea sul tema, il capitolo intende: • indagare sull’evoluzione dei significati di social housing per capire come si può operare un confronto di definizioni, a chi è rivolto e cosa è, oggi, il social housing nei diversi Stati della UE, • confrontare le esperienze per valutare i fattori che influenzano la spesa pubblica per il social housing, • interpretare le politiche abitative dei diversi Stati della UE e valutare chi offre/finanzia il social housing (in contrasto con il mercato immobiliare) anche al fine di valutare come si colloca l’Italia in Europa, in termini di politiche abitative, offerta di social housing, spesa pubblica, utenti potenziali.
