Administrative devolution and energy market liberalization are two convergent processes offe¬ring renewed opportunities involving energy local policy and urban planning. This paper aims to briefly describe three interrelated researches moving in the above mentioned way and con¬cerning: energy and governance in smart-city as systemic prefiguration of city futures; energy ro¬le in settlement organization through general urban planning; ecological quarter character¬i-za¬tion as urban part and its relationship with the whole settlement.
