The point of departure is to juxtapose the central elements in the Appendix to The Calculus of Consent with what we take to be key passages from The Limits of Liberty. We focus on one apparently major aspect – namely, Buchanan’s attitude to Thomas Hobbes – which seems to shift quite radically between 1962 and 1976. We underline what we see as the analytic and conceptual significance of the changes we identify.
