The system of Forts of the city of Rome, now in a process of abandonment and degradation, is a public heritage of significant historical, architectural, landscape and environmental value. Characterized by a strategic location, it is possible to operate a regeneration through policies and projects aimed at technological innovation, environmental sustainability, social cohesion and quality of life. This study, aimed at the renovation of the Forts through transcalar approaches and multilevel decision-making processes, seeks a balance between the preservation of the historical identity and the promotion of innovation, investigating solutions that foster urban diversity, creativity and cultural dynamism, and introducing activities able to generate economic capabilities. Closely connected with its semi-hypogean conformation, the retrofitting proposal for Fort Portuense is one of the possible scenarios for a functional, energy efficient refurbishment/adaptation. Through an in-depth typo-morphological analysis of the building, the research seeks to identify the methodological and evaluation tools to define a framework of design strategies. Facing issues of technical and economic feasibility, the interventions plan to preserve architectural heritage while valuing the historical, formal, technological and environmental systems and enhancing the functional, aesthetic and performance outcomes, in line with the European directives on environmental sustainability.
Il sistema dei forti della città di Roma, ormai in processo di dismissione e degrado, rappresenta un patrimonio pubblico di rilevante valore storico, architettonico, paesaggistico e ambientale, caratterizzato da una localizzazione strategica per operare una rigenerazione attraverso politiche e progetti mirati all’innovazione tecnologica, la sostenibilità ambientale, la coesione sociale e la qualità della vita. Questo studio, volto alla rifunzionalizzazione del sistema dei forti attraverso approcci transcalari e processi decisionali multilivello, cerca l’equilibrio tra conservazione dell’identità storica e promozione dell’innovazione, incentivando soluzioni che alimentino diversità urbana, creatività e dinamismo culturale, e introducendo attività generatrici di capacità economiche. Strettamente connesso con la conformazione semi-ipogea, la proposta di retrofitting del forte Portuense rappresenta uno dei possibili scenari di riprogrammazione funzionale ed efficientazione energetica. Attraverso una profonda analisi tipo-morfologica dell’edificio, la ricerca vuole individuare gli strumenti metodologici e valutativi per creare un quadro di strategie progettuali a confronto con questioni di fattibilità tecnico-economica degli interventi mirati a preservare il patrimonio architettonico, valorizzando i sistemi storico-formali-tecnologico-ambientali, in un’ottica di miglioramento funzionale, estetico e prestazionale, in linea con le direttive europee sulla sostenibilità ambientale.
