The article reconstructs in historic terms how the social dimension made its difficult entry into the dynamics of European integration. It analyses the main stages in introducing social issues and the obstacles which slowed their development. The ECSC gave proof of a certain dynamism in this field. The EEC created a European social Fund and in October 1973 a major step was the Social Action programme presented by the European Commission.
