The essay analyzes the formal inclusion of non-state actors in the processes of public policies implemented at the initiative of political actors and the recipients are civil society actors bearers of social demands, individual or organized and economic actors. The text proposes the first results of a comparative analysis of initiatives formalized the inclusion of non-state actors in governance processes put in place by the political leadership in four major cities of Western Europe, Paris, London, Madrid and Rome. The inclusion practices are analyzed through an ideal type that arises at the extremes of a continuum concepts of 'governance' and 'participation', which constitute the two models are consistent and opposite inclusion. The model is based on the variables related to who is included in the policy-making (such as actors), on what (and what policies at stake), where (which spatial scale), because (objectives and significance of the inclusion, as defined by the strategies of those who promote it, unless unforeseen effects The similarities and differences between the four cities with regard to the dispersion of inclusion practices along different lines of meaning or, rather, the search for coherence among them through their government-wide strategic town depend both on subjective factors (agency), as both the frame (structure) of constraints, rules and pressures within which local political actors take steps to inclusion: in particular, the institutional framework of urban governance, institutional resources which can count on the leadership and the external pressures on how to promote inclusion practices. All the actors that promote inclusion have goals and strategies, and the institutional and political leadership may have more or less interest and / or ability to govern and guide these processes, assigning a meaning common to all initiatives and practices for inclusion. These factors are in turn interdependent relationship with the agenda and policy guidance in the cities, with the games in the political system and the strategies of leadership towards the urban society
Il saggio analizza l’inclusione formalizzata di attori non istituzionali nei processi delle politiche pubbliche realizzata dietro iniziativa di attori politici e i cui destinatari sono attori della società civile portatori di domande sociali, singoli o organizzati e attori economici. Il testo propone i primi risultati di un’analisi comparativa delle iniziative dirette all’inclusione formalizzata di attori non istituzionali nei processi di governo messe in atto dalla leadership politica in quattro grandi città dell’Europa occidentale, Parigi, Londra, Madrid e Roma. Le pratiche di inclusione sono analizzate attraverso un idealtipo che pone agli estremi di un continuum i concetti di «governance» e «partecipazione», che configurano due modelli coerenti e opposti di inclusione. Il modello è fondato sulle variabili relative a chi viene incluso nel policy making (quali attori), su che cosa (quali politiche e poste in gioco); dove (quale scala spaziale); perché (obiettivi e significato dell’inclusione, definiti dalle strategie di chi la promuove, salvo effetti imprevisti Le analogie e le differenze fra le quattro città per quanto riguarda la dispersione delle pratiche di inclusione lungo diverse direttrici di significato o, invece, la ricerca di coerenza fra di esse attraverso un loro governo strategico su scala cittadina dipendono sia da fattori soggettivi (agency), come sia dalla cornice (structure) di vincoli, regole e pressioni entro la quale gli attori politici locali adottano iniziative per l’inclusione: in particolare, l’assetto istituzionale del governo urbano, le risorse istituzionali sulle quali può contare la leadership e le pressioni esogene sul modo di promuovere pratiche di inclusione. Tutti gli attori che promuovono inclusione hanno scopi e strategie, mentre la leadership politica e istituzionale può avere più o meno interesse e/o capacità di governare e orientare questi processi, attribuendo un significato comune all’insieme delle iniziative e pratiche per l’inclusione. Questi fattori sono a loro volta in rapporto di interdipendenza con l’agenda e l’orientamento delle politiche nelle città, con i giochi nel sistema politico e con le strategie della leadership nei confronti della società urbana
