Minghetti belongs to the prosaic era, and not anymore to the heroic era, of the 'Risorgimento' process during which the unity of Italy was realised. Since his education followed British criteria, he observed the behaviour of the political parties in the parliamentary and governmental activity, convinced of the necessity to regulate their forms and functions in the domain of modern parlamentarism. Minghetti was in favor of separatism between Church and State and, even if he was a liberal, admitted the intervention of the public power in key sectors for the national economy. He was also in favour of social legislation. Moreover, he was the prophet of the Italian "transformism".

Minghetti appartiene alla stagione prosaica e non più eroica del risorgimento che ha visto la realizzazione dell'unità d'Italia. La sua formazione è di tipo britannico ed egli ha osservato sopratutto il fenomeno dei partiti nell'attività parlamentare e di governo, ricavando la necessità di regolarne la forma e la funzione nell'ambito del parlamentarismo moderno. E' stato su posizioni separatiste per i raqpporti fra stato e chiesa e ha ammesso da liberale l'intervento della mano pubblica in settori chiave per la economia nazionale. Ha pensato ad una legislazione di tipo sociale. E' stato il profeta del trasformismo
