The author examines the provision governing the powers of the European Parliament in the framework of the Common Foreign and Security Policy of the Union. If direct powers of the European Parliament are modest, the powers that the Parliament sought to exercise indirectly through the doption of the EU budget do not appear to be significantly more significant.
L’autore esamina la norma che disciplina i poteri del Parlamento europeo nell’ambito della politica estera e di sicurezza comune dell’Unione. Se tali poteri diretti del Parlamento risultano alquanto modesti, i poteri che indirettamente il Parlamento ha cercato di esercitare attraverso la leva del bilancio non appaiono significativamente più incisivi.
