The political thought of the Abbè Sieyès is considered a dramatic step toward the forming of a universalistic and egalitarian conception of the fundaments of the political community. The building of his political theory is nevertheless more complex and articulate as is shown by the combination of semantic splitting and shifting which, in "What is the Third Estate?", characterizes the gradual setup of his revolutionary doctrine of national sovereignty.
