In contemporary cities are increasingly focusing both challenges, both economic and social opportunities. But what do they do in this regard governments of Western Europe? The answer is not obvious, because the role of the nation state has been changed by globalization and the shift of political power upward and downward from the 90s and even urban issues are increasingly addressed at the local or by europea.Utilizzando four cases (France, Germany, UK and Spain), the volume reviews the way in which urban issues are processed in national policy agendas. In particular, it explains why it is difficult to trace real national policy strategies for cities. We also present the characteristics of state intervention explicitly or implicitly focused on urban issues, highlighting the different trajectories of neo-liberalism and the reasons for which are carried out in each country or area less based programs aimed at economic development, or to address social emergencies and insecurity in neighborhoods in crisis, or have adopted policies to re-spatialization of local and regional governments, or initiatives to provide local actors with new tools of government. The "if", "how" and "with what results" are made of these state policies depends on the rules of the political game, the method of 'construction' of urban problems, divisions and alternations in political systems and political pressures and cultural trans-nazionali.I cases analyzed, relative to both systems but political unit affected by difficult processes of decentralization (France and the United Kingdom) and in federal systems (Germany) or quasi-federal (Spain), and characterized by the alternation between right and left to the government, presenting a panorama of particular interest to those who observe it thinking also to Italy, engaged in an uncertain trajectory of regional or municipal federalism.
Nelle città contemporanee si concentrano sempre più sia le sfide, sia le opportunità economiche e sociali. Ma cosa fanno a questo riguardo i governi dell’Europa occidentale? La risposta non è scontata, perché il ruolo degli stati nazionali è stato modificato dalla globalizzazione e dallo spostamento di poteri politici verso l’alto e verso il basso e dagli anni ’90 anche le questioni urbane sono state affrontate in misura crescente su scala locale o dall’Unione europea. Utilizzando quattro casi (Francia, Germania, Regno Unito e Spagna), il volume fa il punto sul modo in cui le questioni urbane sono invece processate nelle agende politiche nazionali. In particolare, viene spiegato perché è difficile rintracciare vere e proprie strategie politiche nazionali per le città. Sono inoltre presentate le caratteristiche degli interventi statali esplicitamente o implicitamente focalizzati su problemi urbani, evidenziando le diverse traiettorie del neo-liberismo e i motivi per i quali in ciascun paese vengono realizzati o meno programmi area based finalizzati allo sviluppo economico, o ad affrontare le emergenze sociali e l’insicurezza nei quartieri in crisi, o sono adottate politiche di ri-spazializzazione dei governi locali e regionali, o iniziative volte a dotare gli attori locali di nuovi strumenti di governo. Il «se», «come» e «con quali risultati» sono realizzate tali politiche statali dipende dalle regole del gioco politico, dalle modalità di «costruzione» dei problemi urbani, dalle divisioni e dalle alternanze nei sistemi politici e dalle pressioni politiche e culturali trans-nazionali. I casi analizzati, relativi sia a sistemi politici unitari ma interessati da difficili processi di decentramento (la Francia e il Regno unito), sia a sistemi federali (Germania) o quasi-federali (Spagna), e caratterizzati dall’alternanza fra destra e sinistra al governo, presentano un panorama particolarmente interessante per chi lo osservi pensando anche all’Italia, impegnata in una incerta traiettoria di federalismo regionale o municipale.
