Italy's peripheries and policies: an overview

The reflection on the theme of the suburbs and, therefore, the need to do, in some way, the point on the latest policies for the suburbs in Italy, is a possible topic for in-depth experience of research conducted on the sidelines for NeHoM. The most obvious points of contact between the suburbs and this research can be traced essentially with respect to the types of interventions covered by the report. These are cases of political (more or less successful) oriented redevelopment in areas of low social cohesion and high levels of degradation and marginalization. While it is true that these areas coincide, very frequently, with some of the most common and shared definitions of the concept of 'periphery', on the other hand it is clear, too, that, in recent years, this same concept has also expanded and complicating, so as to shrink, above all, the scope of the meaning attributed merely to its position with respect to the physical-geographical 'center' and by including new categories of meaning. In this direction, it seems worthwhile to highlight some problematic issues that pertain more generally, to the theme of regeneration policies and regeneration, and urban planning, activated in Italy in recent years, taking the opportunity to focus' on the outskirts ', as variously defined, and, in particular, on the set of policies used to act in these complexes as specific contexts.

La riflessione attorno al tema delle periferie e, dunque, la necessità di fare, in qualche modo, il punto sulle più recenti politiche per le periferie in Italia, è un possibile tema di approfondimento a margine dell’esperienza di ricerca condotta per NeHoM. I più evidenti punti di contatto tra le periferie e questa ricerca sono rintracciabili, essenzialmente, rispetto alle tipologie degli interventi oggetto del rapporto. Si tratta di casi di politiche (più o meno di successo) orientate alla riqualificazione in aree a bassa coesione sociale e con elevati livelli di degrado e marginalità. Se da un lato è vero che questi ambiti coincidono, molto frequentemente, con alcune delle definizioni più diffuse e condivise del concetto di ‘periferia’, dall’altro è evidente, anche, che, negli ultimi anni, questo stesso concetto si è andato ampliando e complessificando, tanto da ridursi, soprattutto, la portata del significato attribuibile meramente alla sua collocazione fisico-geografica rispetto al ‘centro’ e includendo nuove categorie di senso. In questa direzione sembra proficuo porre in evidenza alcuni nodi problematici che afferiscono, più in generale, al tema delle politiche di riqualificazione e rigenerazione, urbana e urbanistica, attivate in Italia negli ultimi anni, cogliendo l’occasione per concentrare l’attenzione ‘sulle periferie’, per quanto variamente definite, e, in particolare, sull’insieme di politiche utilizzate per agire in questi specifici quanto complessi contesti.
