The article examines the first key moment of reflection as to the constitutional arrangement of a political Europe: the development of the European Political Community draft by the Assemblée ad hoc which met from September 1952 to March 1953. Institutionally, the draft was considerably shaped by Federalist thought. The goverment system hinged on a relationship between Parliament and the Executive that mirrored various traits of the national parliamentary regimes.
