Unlikepreviousstudies,weaccountforreturnmigration—notjustemigration—ofItalians and assessbraindrainasthenetlossofhumancapital.Wealsoexploretheinterplaybetweenin- ternational andinternalmigration,withparticularattentiontotheoutflowofhigh-skilledworkers from SoutherntoNorthernItaly.Thefindingsshowthat,overtheperiod2013–2023,themigra- tion ofhighlyqualifiedyouthfromtheSouthtotheNorthmorethanoffsettheinternationalbrain drain affectingtheNorth,whilesignificantlydeepeningthehumancapitaldepletionintheSouth. Finally,weexploitnewdataontheeducationalattainmentofforeignimmigrants,assessingtheir contributiontothedynamicsofhumancapitalatbothnationalandregionallevel.
