In a complex context, between the late 1970s and the entire decade of the 1980s, the Italian legislation began to legally reflect the climate conscience of its time (Galuzzi & Vitillo, 1993; Arnofi & Filpa, 2000). As a result, the triad City, Landscape and Environment finds its disambiguation for legal purposes and is placed in the a scalare hierarchy (Gallo Curcio, 2007) that the - still in force - fundamental law on urban planning (Legge 17 agosto 1942, n.1150) establishes. With this framework, in 1989, the Piano di Bacino (Basin Plan) emerged, “a plan placed at the top of the planning hierarchy (Article 17, paragraph 4 of the 1989 law)" (Arnofi & Filpa, 2000). Today, is the Law 152/2006, updated and contextualised to its time, that defines the criteria for the Plan in a broader understanding on hydrological conservation, receiving directives from the European Community such as the Water Framework Directive (EU, 2000). The resulting guidelines must be incorporated into all subordinate plans for territorial governance, including the General Regulatory Plan of Rome. Thus, this contribution aims to analyse how, through the Piani Attuativi (executive instruments of public or private initiative available to municipal planning), measures stipulated at the Piano di Bacino can be applied at the local level and what mechanisms will enable sustainable conservation of the basin's water resources by protecting the metabolic cycle of the system as a means of preventing hydrogeological risks and a future of water scarcity.
