Spending review is a systematic approach defined as “the process of conducting in-depth assessments of existing public expenditure to identify opportunities to reduce or redirect spending from low-priority, inefficient, or ineffective spending” (Robinson 2014; Vandierendonck 2014). Spending review does not imply only spending cuts since it leaves room to different types of interventions, including also increasing spending in strategic areas as, for instance, in the UK 2004 spending review experience (Catalano and Erbacci 2018).
