By incorporating lessons of the Classical economists, with an approach based on the concept of diversity, we base our analysis upon the consideration that individuals are characterized by different income levels, and are subject, some more than others, to a risk of social exclusion and poverty. Social exclusion affects more severely the most vulnerable individuals, creating treacherous social traps, from which they can get out only with the support of public institutions. This implies a capacity for innovation on the part of public institutions in initiating inclusion actions gradually adapted to the reality.
