This Report provides a broad and thoughtful summary of the housing issues currently under discussion in Italy. Due to the extreme multifaceted nature and complexity inherent in housing, this discussion cannot be considered exhaustive, and many topics could be explored further. However, the Report takes a selective, critical approach to some of the main existing issues, addressing them through a focused analysis and, at the same time, suggesting guidelines for policy hypotheses, strategies, and actions. In these conclusions, rather than reconstructing the overall and systematic framework of the proposals that have emerged (which would impoverish the content of the individual chapters), the aim is to reiterate some of the key points that have emerged in the various texts, with a cross-cutting approach, constituting key elements for a rethinking not only of housing policies, but of the entire housing system.
Questo Rapporto costituisce una sintesi ampia e ragionata delle questioni attualmente in discussione in Italia rispetto al tema abitativo. A causa dell’estrema sfaccettatura e complessità insita nell’abitare questa trattazione non può essere considerata esaustiva e molti temi potrebbero essere ulteriormente approfonditi, ma il Rapporto assume un taglio critico selettivo su alcune delle principali problematiche esistenti, che vengono affrontate con una disamina orientata e, parallelamente, con l’indicazione di indirizzi per ipotesi di politiche, strategie e azioni. In queste conclusioni, invece di ricostruire il quadro complessivo e sistematico delle proposte emerse (che risulterebbe un impoverimento rispetto ai contenuti dei singoli capitoli) si intende qui riprendere alcuni dei punti chiave emersi nei diversi testi con un carattere trasversale, costituendo elementi cardine per un ripensamento non solo delle politiche abitative, ma del complessivo sistema dell’abitare.
