O presente artigo tem como objetivo analisar de forma comparada as políticas de combate à pobreza sob a ótica das concepções de justiça e liberdade de John Rawls e Amartya Sen. Busca-se verificar como as teorias desses autores podem ser aplicadas na formulação de políticas que minimizem as desigualdades socioeconômicas, considerando as diferentes realidades políticas, econômicas e sociais. O estudo possui caráter descritivo, qualitativo e exploratório, utilizando fontes bibliográficas primárias e secundárias, nacionais e internacionais. Nesse sentido, a análise evidencia que as políticas públicas voltadas ao combate à pobreza apresentam limitações que comprometem a garantia da justiça e da liberdade, sendo necessário considerar não apenas a distribuição de recursos, mas a criação de condições reais para que os indivíduos superem a vulnerabilidade socioeconômica. Conclui-se que ainda há inúmeros desafios estruturais e ajustes necessários para garantir que tais políticas sejam eficazes na redução das desigualdades e na promoção da justiça social.
The aim of this article is to provide a comparative analysis of anti-poverty policies from the perspective of John Rawls' and Amartya Sen's conceptions of justice and freedom. It seeks to verify how the theories of these authors can be applied in the formulation of policies that minimize socio-economic inequalities, considering the different political, economic and social realities. The study is descriptive, qualitative and exploratory, using primary and secondary national and international bibliographic sources. In this sense, the analysis shows that public policies aimed at combating poverty have limitations that compromise the guarantee of justice and freedom. It is necessary to consider not only the distribution of resources, but also the creation of real conditions for individuals to overcome socio-economic vulnerability. In this regard, the conclusion is that there are still numerous structural challenges and adjustments needed to ensure that these policies are effective in reducing inequalities and promoting social justice.
