The article examines the local housing supply and allocation mechanisms among individuals characterized by both established and emerging housing vulnerabilities within a system marked by a limited supply-side real estate market, with a particular focus on the context of Rome. In this regard, the article identifies the main innovations introduced by the "Strategic Plan for the Right to Housing 2023-2026" (Housing Plan), approved by the Capitoline Assembly in July 2023, discussing their relationship with the needs of categories within a simplified taxonomy of housing vulnerability applied to the case study. The Housing Plan, in the early stages of its implementation, is analyzed from a perspective that questions the ambitions of local housing policies in terms of their capacity and autonomy. The article describes the features of the tools outlined in the Plan, highlighting their potential, constraints, and interdependencies with other public policy actions that could lead to new segmentation among subcategories of housing vulnerability.
