In recent decades, the issue of security has become a question which contemporary democracies have had to deal with increasingly at the global level The 21st century has opened with events that were able not only to change the world irreversibly but also, perhaps for the first time at the global level since World War II, to face systems with choices that have highlighted the issue of the relationship between the state and individuals and the attitude of constitu-tional systems towards addressing such emergencies in a context of persistent and growing interconnections between the internal and international dimen-sions in a continuum of security strategies that captures the deep changes in the world and societies faced with hybrid threats. In the light of this, the chapter aims to reflect on the transformations of the security concept and on the complexities that states are facing today in balancing the fundamental principles of democratic constitutionalism and the respect for the rule of law with the need to prepare effective measures in order to safeguard the state and individuals at the internal level and in the international dimension which requires an integrated approach.

Abstract
