From the 1960s to the 1980s, Rome experienced dramatic population growth and massive urban expansion, which had already begun after World War II and would shape the capital's development in the years to come. The housing issue, in its various facets, from the demand for housing to the redevelopment of slums, fueled this urban growth, which weak urban policies and administrative management difficulties failed to adequately address. This urban growth was articulated through various phenomena and processes: building growth and speculative development, illegal construction and the associated slums, the construction of large public housing districts, and shantytowns and slums. Major urban and social tensions were matched by major awareness-raising and protest initiatives, as well as battles for environmental and landscape protection and urban redevelopment.
Negli anni ’60-’80 Roma è soggetta a una fortissima crescita demografica e una grandissima espansione insediativa, già cominciate nel secondo dopoguerra, che segneranno lo sviluppo della Capitale negli anni a seguire. La questione abitativa nelle sue varie articolazioni, dalla domanda di casa al risanamento delle borgate, ha alimentato tale sviluppo insediativo che le deboli politiche urbane e le difficoltà di gestione da parte dell’amministrazione non sono riuscite a governare adeguatamente. Lo sviluppo insediativo si è articolato in diversi fenomeni e processi: la crescita edilizia e gli interventi speculativi, l’abusivismo e le borgate connesse, la realizzazione dei grandi quartieri di edilizia residenziale pubblica, i borghetti e i baraccati. A grandi tensioni urbane e sociali hanno corrisposto grandi iniziative di sensibilizzazione e denuncia, nonché battaglie per la tutela ambientale e paesaggistica e la riqualificazione urbana.
