The connotation of generalized socioeconomic, urban, cultural and social marginality and inequality associated with the new “urban issue” highlights the urgency of activating policies, procedures and tools that provide integrated responses to urban regeneration needs. A strategy that aims to revitalize problem areas - addressing issues related to cultural heritage enhancement and social integration. The Italian landscape can be defined as a “cultural landscape”, where history and nature find their own stratification, loading themselves with memories and meanings. A landscape composed of complex networks: material and immaterial, iterative and integrated. Among these, networks of historical-documentary-architectural emergencies become tools for recomposing contextual relationships and initiating processes of regeneration. The intent is to go beyond the concept of protection tout court, recognizing its decisive role as a “nodal polarization,” also from a functional and social point of view, in the definition of arrangements, urban and territorial. The contribution proposes a reading of the Ambiti di programmazione strategica of the Piano Regolatore Generale di Roma Capitale (PRG, 2008) as characterizing cultural landscapes that play a programmatic role in the morphological and functional structuring of settlement at the urban and territorial scale. In particular, the Ambito Mura and the Ambito Parco archeologico-monumentale dei Fori-Appia Antica are explored in depth.
