The capitular regime was a complex system of international agreements that regulated the status of the subjects of the Christian powers present on Ottoman soil, with the recognition of rights, privileges and guarantees by the Sultan. The nineteenth century, and in end with the decline of the Ottoman Empire, the abuses associated with these prerogatives increased significantly. The presence of abuses along with the inadequacy of the capitulations' system towards to the modern agreements concluded between states, in line with the emerging international law, rapresented a heavy constraint for a state such as the Ottoman one, wich had started a season of reforms for the modernization of the state apparatus, rearranging the administration the army, the law and education. The spread of these illegal practices prompted the Ottoman government to promote a campaign in the second half of the nineteenth century aimed at reaching in agreement providing the abolition of the capitulary regime.
