This contribution concerns the merit system in Italy. The thesis that is put forward is that it was introduced for ideal reasons that are common to the experience of most European and Western states, to ensure efficiency, equality , and impartiality , values that were later incorporated into the text of the Italian Constitution. But the merit system was then betrayed, under each of those profiles, due to dynamics peculiar to the Italian experience.
