Starting from the principles-based law for territorial governance proposed by INU (2023), which systematically redefines the methods and content of city and territorial governance, the contribution delves into and argues the three antinomic pairs, virtuously competitive and not mutually exclusive, that best describe the inno-vative features of a reformed urban plan. These pairs aim to provide the effectiveness, necessity, and utility required to restore credibility to the planning method: rules vs principles, conformity vs coherence, and prefiguration vs configuration.
