This chapter analyzes the institutional and political consolidation of the social work profession in Italy, focusing on its capacity to influence public policies and articulate collective proposals. It begins by framing social work as an inherently political profession, driven by ethical commitment to social justice, human rights, and advocacy for marginalized populations. The Italian case is explored through the evolution of professional organizations—particularly the Consiglio Nazionale dell’Ordine degli Assistenti Sociali (CNOAS)—as key actors in shaping welfare policies and representing social workers’ voices in the public arena. Through an analysis of CNOAS’s public communications between 2018 and 2023, the chapter identifies the main areas of political engagement: combating poverty, protecting childhood, managing migration, and addressing the impact of austerity and the COVID-19 pandemic. It also highlights the organization’s advocacy for a European “Social Compact” and for more humane and cohesive migration policies. By examining the methods, audiences, and rhetoric of these communications, the study shows how social work in Italy has moved from a fragmented identity to a more consolidated institutional and political presence, capable of balancing professional advocacy with the defense of citizens’ rights. The chapter concludes that strengthening social workers’ participation in policymaking—nationally and within the European framework—is essential to advance democratic and inclusive welfare systems.
