Abstract Enhancing rural resilience is a broad and complex issue that concerns society as a whole and is a common challenge faced by countries and regions globally. Rural planning and development face numerous theoretical and practical challenges in spe- cific eras and different regions. It requires a comprehensive analysis at all levels- from theory to practice, from collective to individual, and across various disciplines and departments to examine foundational conditions, technological advancements, and specific demands. This analysis aims to foster societal-wide cooperation and division of labor, enabling rapid formulation of solutions and ensuring long-term tracking and discussion. Ultimately, this approach enhances the broad, flexible, and rapid effectiveness of management tools. In recent years, there has been a rapid ac- celeration in society’s digitalization process. Many business management activities are undergoing deep digital transformation. Digital technologies are providing new technological conditions for the rapid updating and development of economic oper- ations, social governance, and investment and planning methods. This development presents opportunities for extensive, long-term, and in-depth analysis and assess- ment of rural development issues. This article is mainly based on the description and analysis of the framework, measures, objectives and implementation of the “Na- tional Rural Plan” project in the NRRP. This article aims to try to conduct some critical analysis through exploration and discussion. The desired intent is to propose some suggestions and positive perspectives on the practice of the National Rural Plan. The article proposes the establishment of a “joint community”, a free and open research platform, to promote the regeneration of the socio-economic environment in degraded areas and create a truly national experiment.
