The National Recovery and Resilience Plan (NRRP), funded by the Next Generation EU fund allocated by the European Commission to address the economic repercussions of the pandemic crisis on the economies of the EU member states, has constituted an unprecedented investment opportunity for the recent past of the Italian State, characterized by the compression of public investments following the 2007 economic crisis and the subsequent measures adopted to counter its repercussions. Through a comparative analysis of three case studies selected from projects funded within the Metropolitan City of Rome, specifically those related to mission M5C2 "Social Infrastructures, Families, Communities, and the Third Sector" named "PUI - Integrated Urban Plans," this contribution aims to investigate: - the methods of identifying interventions, highlighting the selection criteria applied, whether they are provided for by the PNRR (Article 21 DL No. 152 of 06/11/2021 paragraphs 6, 7, and 8) or inferred from it due to the imposed deadlines. - how the selected interventions relate to the current General Planning (PRG 2008) and its implementing tools (coherence of principles, location of interventions, characteristics of the implementing tools, etc.). - the expected outcomes in terms of territorial impacts on the local, urban, and metropolitan scale. The study aims to draw attention, by comparing an 'extraordinary' financing tool (NRRP) with an 'ordinary' Planning tool (PRG and related instruments), to their respective strengths and weaknesses, thus contributing to the broader reflection on the innovation of the Planning and Territorial Governance system in Italy, balancing necessary strategic visions with operational needs.
